Randal Neptune

Oversees and aligns SLASPA’s corporate services, people, security, risk, and digital functions to support efficient and resilient operations.

Mr. Randal Neptune was appointed Chief Corporate Services and Administration Officer (CCSAO) of the Saint Lucia Air and Sea Ports Authority (SLASPA) on July 14, 2025, after serving as Senior Manager – Information Systems (SMIS) for nearly five years. He joined SLASPA in November 2020, where his leadership as SMIS was pivotal in driving the organization’s digital transformation initiatives. His tenure saw the modernization of internal processes, the strengthening of data governance, and enhancements in operational efficiency and customer experience, elevating the Information Systems function into a cornerstone of SLASPA’s transformation agenda.

In his current capacity as CCSAO, Mr. Neptune provides strategic leadership and oversight for six mission-critical departments: People and Culture, Administrative Services, Facilities Management, Port Police, Risk and Compliance, and Information Technology & Digital Innovation. His mandate focuses on aligning internal support functions with SLASPA’s overarching operational and strategic objectives, ensuring that services remain efficient, people-centered, and responsive to the Authority’s pivotal national role.

Holding a Master of Science in Information Systems and a Bachelor of Science in Telecommunications and Electronics Engineering, Mr. Neptune complements his academic foundation with professional certifications in Change Management, Enterprise Risk Management, Data Analysis & Business Intelligence, and People Management. These credentials underscore his ability to lead cross-functional teams, manage organizational risk, and foster a high-performance, innovation-driven culture. With a deep appreciation for SLASPA’s socio-economic significance to Saint Lucia, Mr. Neptune approaches his mandate with strategic foresight and a people-first philosophy, committed to driving sustainable value and excellence across the Authority’s corporate services landscape.
