Kennedy Francis

Mr. Francis served as the Technical Liaison Officer as well as assisted in the development of Saint Lucia's Action Plan for Saint Lucia’s ICAO Universal Security Audit.

Kennedy Francis, is the Chief of Port Police, he has had over 33 years experience in Port Security and was the first Port Police officer to have risen through the ranks, to hold the job of the Chief of Ports Police.  Mr. Francis has served as Chief of Port Police from 2007; he is responsible for managing all of SLASPA's security systems. He is also the Chairman of SLASPA's Disaster Management Committee.

With the implantation of the ISPS code in 2004 Mr. Francis was instrumental in the development of port security plans for official ports of entry in Saint Lucia, and the Airport Security Program for Hewanorra International Airport. He also assisted in the development of the National Civil Aviation Security Program and the draft National Screener Certification program. Mr. Francis served as the Technical Liaison Officer as well as assisted in the development of Saint Lucia's Action Plan for Saint Lucia’s ICAO Universal Security Audit.

Mr. Francis holds a Diploma in Security Management and is currently pursuing a Master of Science in Police Leadership and Management with the University of Leicester.  A post Graduate Diploma in Police Leadership and Management with Merit from the University of Leicester 2011.   He is also Comptia A+ certified. Over the past 20 years, Chief Francis has received extensive training both locally and overseas in Aviation and Maritime Security, Airport Security Program Development, Aviation and Maritime Security Train the Trainer, Instructor Development, Port Safety and Security and Seaport Anti Terrorism training.
